I am trying to install an aftermarket device called Speed Turtle 3.0. It simply plugs in but I can’t access the area without removing the panel below the steering column. I don’t want to break it and thought maybe someone could tell me how it comes off.

Easy. It’s a bunch of clips on the left side. The middle has a couple of screws that keep it in place. It won’t break. I removed it to install my gun holster and drill in the LED light switches.
Additionally, if you're worried about damaging the plastic trying to the get the clips to come out, get yourself a set of trim pullers. They're basically a set of plastic pry bars that are less likely to mar the panels as you pull them out.
Yes, remove the 2 torx screws from the bottom then pull up and out gently from the bottom of the panel. I use a thin putty knife/scraper to assist with releasing it from the clips.......
