I have a 2007 Chevy Colorado with the 3.7l inline 5, and I want to do some cheap performance boosting upgrades if I can, any advice on how to increase hp, mpg or otherwise? They also need to be california legal unfortunately.

In all honesty, leave it alone or buy a different vehicle. There are barely any upgrades available for 1st Gen's and even less are CARB approved. You are not going to get any sort of noticable improvement no matter what you do.
MMI Proformance has a turbo kit stright bolt on gonna buy here soon for my 2007 I 3.7 not looking for much boost my motors stock but if I can push 4-8 psi I would be happy I would be carefully thugh if it's stock
