There are two cords, one with a thermostat that doesn't run until the temp is below 0, and one with no thermostat.
ive recently put a couple of frostheater setups into older vw tdis and am jealous of warm starts even in our (all things considered relatively mild 20-30f) cold winter mornings. i had a block heater on my last older mercedes as well that made for a comfortable drive to work.

i had originally only heard of the thermostat equipped block heater for our trucks but didnt realize there were two options.

now i think ill put this on my list :)
